Ridge cap has a code. Starter strip does not. Why they get denied together

The denial usually arrives as three words on two lines of the estimate review: "Included in waste." Ridge cap, struck. Starter course, struck. Both in the same pass, both with the same justification, as if they were the same item. They are not the same item, and the denial is not equally right about both of them. On one kind of roof, "included in waste" is a fair description of how the material actually gets to the ridge. On the other kind, it describes a roof that has not been built that way in decades.

This post walks through why these two line items travel together, why they get rejected together, and what has to be in the file to separate the roof where the adjuster is right from the roof where the adjuster is wrong.

Two different items that share one denial

Ridge cap is the row of shingle units that covers the ridge and the hips — the horizontal peak of the roof and the sloped edges where two planes meet. It sheds water at the exact lines where the field shingles from both sides stop. Starter strip is the opposite end of the roof: the first course installed at the eave, under the first visible row of field shingles. It exists to seal the bottom edge of the first course to the roof and to give that course a straight, factory-cut line to land on. One item finishes the top of the roof; the other one starts the bottom.

They have nothing to do with each other mechanically. What they share is a history. For most of the era of the 3-tab shingle, neither one was a product you bought. Both were things you made on the roof, out of the same bundles as the field — and that history is exactly what the "included in waste" denial is quoting.

Ridge cap has a dedicated selector — RFG RIDGC — and it is one we have verified against the current price list. When ridge cap belongs on an estimate as its own line, that is the line, priced per linear foot, with its own material and labor components.

Starter strip also exists in the price database. But it is not on the short list of selectors we have personally verified, and we hold a rule here: we do not print a code we have not confirmed. A supplement that cites a wrong or outdated selector hands the desk adjuster a free reason to distrust every other line in the document. If you are not certain of a code, write the line item by name — "starter course, eaves, per LF" — with the quantity and the reasoning, and let whoever builds the estimate resolve it inside the software. A named line with a defensible quantity beats a numbered line with a wrong number every time.

That asymmetry — one confident code, one deliberately withheld — is a small version of the discipline the whole supplement should follow. Every claim in the file should be something you can defend if the carrier picks it up and pulls. The lines you cannot verify are not the lines to bluff on.

Where "included in waste" is true: the 3-tab roof

On a 3-tab roof, the denial is describing real practice. A 3-tab shingle is a single-layer strip with two slots cut into its exposed face. Cut one into thirds along those slots and you get three roughly square pieces — each one a serviceable ridge cap, bent over the peak and nailed. Cut the tabs off entirely and the remaining headlap strip becomes a starter course: a straight edge with the sealant line in a usable position. Both conversions happen on the roof with a utility knife, out of the same bundles the crew is already carrying.

That is why estimating convention builds both items into the waste factor on a 3-tab roof. The waste percentage on the field shingle line is not just covering cut-offs at valleys and rakes; it is covering the bundles that get converted into cap and starter. Writing a 3-tab roof with a field line at a full waste factor and separate line items for ridge cap and starter strip is asking to be paid twice for the same bundles. An adjuster who strikes those lines on a 3-tab roof is doing the job correctly, and arguing the point burns credibility you will want later in the same claim.

This is worth stating plainly because the supplement conversation is not helped by contractors defending indefensible lines. If the roof is 3-tab, concede the point before it is raised: leave cap and starter inside waste, and spend the file's credibility on items that are actually missing. Where it is false: the architectural roof

An architectural — laminated — shingle is a different object. It is two layers of material bonded together, with a sculpted, variable exposure. You cannot cut a laminated shingle into ridge caps: the pieces are the wrong shape, the double-layer lamination does not bend cleanly over a ridge line, and the cut edges expose the bond line between the layers. You cannot cut it into starter either, at least not into anything with the sealant bead where the first course needs it. The field-shingle-as-raw-material era does not apply to this product.

So manufacturers sell the accessories as separate products. Ridge cap for a laminated line is a purpose-made unit — often thicker and pre-bent. Starter comes as its own strips or rolls with the adhesive line positioned for the eave. They ship in their own bundles, at their own prices, and no amount of waste percentage on the field line puts them on the truck. On an architectural roof, ridge cap and starter strip are separate materials with separate costs, and they are separate line items — not because a contractor prefers it that way, but because that is how the material is manufactured and sold.

This is not a contractor-side theory. Citizens Property Insurance — a Florida carrier whose claims guidance is public — draws exactly this distinction in its own adjuster documentation: on 3-tab roofs, cap and starter come out of the field shingles and sit inside waste; on laminated roofs, they are separate products and separate lines. When a contractor's estimate arrives at Citizens, their published claims practice is for the adjuster to build a comparative line-item estimate against it — meaning the question "does this roof get separate cap and starter lines" is answered by an item-by-item comparison, not a blanket rule. The distinction is in the carrier's own playbook. The file's job is to establish which side of the distinction this roof is on.

Why the denial happens anyway

If the distinction is this clean, why do architectural roofs still get the "included in waste" strike? Usually for one of three reasons, and only one of them is really the carrier's fault.

First: the estimate never establishes the shingle type. A desk adjuster reviewing a file that says "shingle roof" with no product identification has nothing to hang the accessory lines on. The default assumption costs the contractor money, but the ambiguity was in the file.

Second: habit. "Cap and starter are in waste" was true for so long, on so many roofs, that it survives as a reflex in estimate review — applied to laminated roofs it no longer describes. A reflex is not a policy position, and it tends not to survive a document that names the product and shows why it cannot be field-cut.

Third: the estimate really did double up — full waste on the field line plus accessory lines, with no note reconciling the two. On an architectural roof the accessory lines are legitimate, but if the waste factor was copied from a 3-tab template, the reviewer's suspicion is not crazy. The fix is a waste percentage that reflects the actual cut plan for that roof geometry, stated in the file.

What has to be in the file

The whole dispute reduces to one question of fact — what product is on this roof — plus one question of quantity. Both are documentable.

Prove the shingle type with a photo, not an adjective. "Architectural shingles" typed into a letter is an assertion. A photograph of the product wrapper on site — manufacturer, product line, lot — is evidence. So is a close-up of a field shingle showing the laminated double layer at a cut or damaged edge, and a photo of the ridge showing purpose-made cap units rather than cut field pieces. If the wrappers are gone, the manufacturer's product page for the identified line, showing the dedicated cap and starter accessories sold with it, establishes that the accessories are separate products. Take the quantities from the measurement report. Ridge cap is priced per linear foot, and the ridge and hip lengths are printed on the aerial measurement report the carrier itself will accept — total ridge LF plus total hip LF, listed separately on the report's summary page. Starter runs the eaves, and eave length is on the same page. Citing the measurement report's own numbers means the quantity conversation is already over; the only open question is whether the lines belong at all, and the product identification answers that.

Reconcile the waste factor in writing. One sentence in the supplement note does it: the field waste percentage covers cutting waste only, and cap and starter appear as separate lines because the identified product is laminated and its accessories are purpose-made units that cannot be cut from field material. That sentence closes the double-billing suspicion before it forms — the same failure-mode thinking that applies to drip edge and every other small line item that is cheap individually and routinely struck collectively.

The shape of the argument

Notice what the argument is not. It is not an interpretation of the insurance contract — that is between the policyholder and the carrier. It is not a plea about fairness. It is three verifiable statements: this roof carries this manufactured product; this product's ridge cap and starter are separate materials by the manufacturer's own catalog; the quantities are these, per the measurement report. A reviewer can check each statement without taking the contractor's word for anything, which is precisely what makes the lines hard to strike a second time.

And notice what the honest version of the argument concedes: on a 3-tab roof, the carrier's position is correct, and the strongest thing a contractor can do for their long-term credibility with a desk is to never submit the line on a roof where it does not belong.
