Iowa building codes for roof replacement
Iowa has no mandatory statewide residential code. What applies depends on the jurisdiction that issues the permit.
The Iowa State Building Code is based upon the 2024 IBC and IRC. Iowa's State Building Code applies to certain categories of construction, primarily state-owned or state-financed buildings, and modular and manufactured homes. The Iowa State Building Code is not made mandatory statewide for general construction. Instead, political subdivisions (including cities, counties, and any combinations thereof) can adopt any code they want as only the accessibility and energy portions of the 2024 IBC are required. However, political subdivisions with 15,000 or more population are required to enforce, at a minimum, the State Building Code (which is based on the 2015 IBC & IRC), per Iowa Code §103A.10.
