The latest edition of the Puerto Rico building code is based on the 2018 IBC and 2018 IRC, was adopted and effective on 11/15/2018, and is mandatory throughout the territory. The previous edition was based on the 2009 IBC and 2009 IRC and was effective until 11/14/2018.
