Tennessee building codes for roof replacement

Tennessee has no mandatory statewide residential code. What applies depends on the jurisdiction that issues the permit.

The latest edition of the Tennessee state building code is based on the 2021 IBC (as of 04/17/2025) and the 2018 IRC. However, jurisdictions may opt out of the state residential code by a 2/3 vote of the city or county's legislative body, so the state residential code is not mandatory statewide. For either code, jurisdictions may not adopt and enforce an edition that is older than 7 years compared to the most recently published version. With the publication of the 2024 IBC and IRC, this means anything older than the 2018 IBC and IRC will be overridden by the state-adopted versions.
