How to answer it

Measure the roof access height at EACH slope; the building's story count is not the measure. The written definition in a carrier guideline on file is slope-based — the charge is factored for those slopes where roof access is two stories or greater (Citizens Property Insurance, 2023 Best Claims Practices and Estimating Guidelines, p. 25) — so a split-level, a 1.5-story, or a wing over a walkout can carry a qualifying slope on a house that reads as one story from the street. Give the elevation photograph and the measured ladder height for that specific slope, and factor the charge on the actual squares of that slope with no waste applied.
