How to answer it
Argue what was installed before the loss, not where the membrane goes. Document the existing underlayment from the prior roofing permit, the prior invoice, or an inspection record: if a self-adhering polymer-modified bitumen membrane was already on this roof, felt is not the same material. Keep the two requirements apart — the eave width comes from the adopted code, valley and penetration coverage from the manufacturer installation instructions. WARNING — one carrier guideline on file allows the ice barrier code only where a self-adhering polymer-modified bitumen underlayment was present before the date of loss, and otherwise directs 30 lb felt plus a separate secondary water barrier (Citizens Property Insurance, 2023 Best Claims Practices and Estimating Guidelines, p. 24). Check the policy and any published guideline for this carrier first.

Eave coverage and valley or penetration coverage come from two different requirements: the eave width is set by the adopted code, the valley and penetration coverage by the manufacturer installation instructions. The underlayment in place before the date of loss determines which replacement material is the same material.
