How to answer it
The contractor supplies the PHYSICAL FACT (the material cannot be sourced) and does NOT state the coverage conclusion. Get a material availability report: a carrier guideline on file names ITEL for this and records the result on the SDG NSP series line items (Citizens Property Insurance, 2023 Best Claims Practices and Estimating Guidelines, pp. 20-21). Two carrier moves to expect from that same guideline (p. 20). First, harvesting the replacement from an alternate elevation — answer with what the donor elevation is left looking like and whether the donor material survives removal intact. Second, the position that matching does not apply on a commercial loss, which drops this argument entirely on a commercial risk: settle whether the risk is residential or commercial before you send it.
