How to answer it
This rejection is not about the product, it is the wear-and-tear exclusion applied to the whole roof, so answering it with a warranty argument misses it. Two separate points: (1) the shingle line item on file excludes underlayment, so nothing on the estimate covers it yet — read the selector description and quote it; (2) tear-off is already inside the shingle Remove action, so claim replacement only and do not ask for the removal twice (Citizens Property Insurance, 2023 Best Claims Practices and Estimating Guidelines, p. 25).
Put this in the supplement before they ask
Underlayment type is set by the shingle manufacturer's system requirement for the installed roof, not by the type used previously.
