How to answer it
Use the measurement report's own waste line for this specific roof. A flat 10% is exactly the manual figure a carrier guideline on file tells the adjuster to avoid: for laminate and asphalt shingles it directs them to the estimating software's roof waste calculator instead (Citizens Property Insurance, 2023 Best Claims Practices and Estimating Guidelines, p. 25).
